It is possible to make a dynamic page according to the User Profile ?

Example :

Red marking = mandatory space.

I am not sure that I understand where is the problem.
Do you need to fix top coordinates of these sections, regardless of their length?
You can simple create a table (without borders) having a single column and the proper heights of cells.
Also, you may consider using headers and footers.

You can insert empty a lines between these parts.
And set their LineSpacingType = rvlsLineHeightExact, and LineHeight = height of line.
