Editable Print Preview

I am looking for a component for Delphi 7 that can allows me to edit RTF files created like the image below. The top portion of the image contains a single column while the body section is a snaking two column and the bottom portion is a single column.

Can ScaleRichView handle this?

Since TRichView does not support columns yet, ScaleRichView does not support them as well.
